Abstract: In this paper, the deduction and induction are used to study the evolution characteristics of precipitation, surface water resources, groundwater resources, surface water environment, groundwater environment and their positive and negative feedbacks in Shijiazhuang City in recent 50 years based on the theory of hydrological cycle. On the basis of the systematic study on evolution of water resources and water environment, the internal connections and interactions among water cycle, water resources and water environment are lucubrated based on considering human activities, global warming and construction of the middle route of South-to-North Water Diversion Project, and the strategic planning of water resources in Shijiazhuang City in the future is explored.

Key words: environmental change, water resources, water environment, groundwater, surface water, Shijiazhuang City
